Moving Regulations – Latvia

If you intend to live in Latvia for a period of time exceeding 90 days, you need a residence permit.
It is a document providing a foreigner the right to reside in the Republic of Latvia for a definite period of time (a temporary residence permit) or permanently (a permanent residence permit).

The documents required for residence permit vary according to the aim of residence.

A person registered in the Commercial Register as a member of a partnership with rights to represent a partnership, member of the Board or the Council, executive, liquidator, managing clerk, or a person authorised to represent a corporate entity (a foreign corporate entity) in activities related to the branch office shall present a valid passport admitted in the Republic of Latvia and submit the following documents:
• a definite sample form for a residence permit request;
• a document confirming the envisaged place of residence in the Republic of Latvia and the rights to stay there;
• a document confirming the necessary subsistence;
• a photography;
• a document confirming the state duty payment;
• a statement on fluorography or x-ray examining results.
Self-employed people must submit the following documents in order to receive a residence permit in the Republic of Latvia:
• a valid passport;
• a definite sample form for a residence permit request;
• a photography;
• a document confirming the necessary subsistence;
• a document confirming the envisaged place of residence in the Republic of Latvia and the rights to stay there;
• a statement on fluorography or x-ray examining results;
• a document confirming the state duty payment;
• documents confirming sufficient personal financial means to commence the activities stipulated in the business plan;
• a business plan approved by a sworn auditor for the envisaged operation period;
• a permit (a licence, a certificate) if you are engaged in activities which require these documents;
• a statement of the State Revenue Service about registration as a tax payer (in the first year of operation) or a confirmation that there are no taxes payment debts which are administered by the State Revenue Service (starting with the second year of operation);
• a statement issued by the State Revenue Service about the payment of the income tax and its amount (starting with the second year of operation);
• a business plan checked by a sworn auditor if the former business plan has already been fulfilled (starting with the second year of operation);
• an annual report checked by a sworn auditor and an approval that the targets and plans envisaged by the business plan are fulfilled (starting with the second year of operation).

In order to receive a residence permit in the Republic of Latvia in connection with a labour agreement or an enterprise agreement you shall submit the following documents:
• a valid passport;
• a definite sample form for a residence permit request;
• a document confirming the necessary subsistence;
• a photography;
• a labour call approved at the State Employment Service;
• a document confirming the state duty payment;
• a statement on fluorography or x-ray examining results;
• a document confirming the envisaged place of residence in the Republic of Latvia and the rights to stay there.

If you want to receive a residence permit in Latvia and you are an individual businessman or a sole fonder of a commercial company registered in the Commercial Register, you should submit such documents:
• a valid passport;
• a definite sample form for a residence permit request;
• a document confirming the necessary subsistence;
• a photography;
• document confirming the envisaged place of residence in the Republic of Latvia and the rights to stay there;
• a statement on fluorography or x-ray examining results;
• a document confirming the state duty payment;
• a business plan approved by a sworn auditor for the envisaged operation period;
• a statement of the State Revenue Service about registration as a tax payer (in the first year of operation) or a confirmation that there are no taxes payment debts which are administered by the State Revenue Service (starting with the second year of operation);
