Moving Regulations - Finland
If an Australian plans to stay in Finland for an extended period, he obligatory needs to apply for a residence permit. On the whole the application is submitted to the Finnish embassy in the applicant’s home country before he enters Finland. In Australia and New Zealand the applications are sent by post or submitted in person to the Finnish Consulate in Sydney.

A residence permit can be obtained on the grounds of family ties, study or employment. The fee must be paid fully before or when the application is submitted. In the case of negative decision the fee is not given back.

All residence permit applications must include the following documents:
• Valid passport;
• Application form OLE1;
• Processing fee;
• 2 passport size photos.

Depending on what grounds the permit is applied for, the following additional documents should be included.
 Residence permits on the grounds of study
• A Letter-invitation from the Finnish university;
• Additional information form OLE4;
• Proof of sufficient available funds;
• Proof of accommodation;
• Proof of medical insurance;
• Proof of possible scholarship or awards;
• An Account of former studies.

Residence permits on the grounds of Family ties
A residence permit application on the grounds of family ties can be submitted before moving to Finland. The applicant him/her self or a family member on behalf of the applicant can also submit the application in Finland.

If you are a spouse or your relationship is registered, you need to present:
• Marriage  Certificate, information of the relationship or certificate of the registered relationship;
• Additional information form OLE2.

Children under 18 years of age have to prepare:
• Additional information form OLE3;
• Consents of the guardians;
• Certificate of guardianship.

• Additional information of the Business plan.
 Residence permits on the grounds of employment
• Ministry of Labour Form TM0.54.
