Import tariffs
Argentinean authorities implemented the Mercosur Common Nomenclature – NCM in 1995. Most duties are ad valorem (%) and assessed on the CIF value basis.

Tariff rates depend on whether the same goods are produced inside the country and also on the phase of production. Rates range from 2.5 % to 20 % for almost all goods, with an average of 14 %.

A number of non-competing main goods and medicines are admitted free of duty. Major food items and raw materials: 2.5 %; the majority of main goods: 14 %; consumer goods (clothing, motor cars and home appliances): 20 %.

A number of primary and intermediary products used in the production of exports are exempt from duty if the final good is exported within one year. Importers have to get approval for duty exemption from the National Institute of Technology and Industry.

Textiles and certain types of plastics are subject to special duties, determined on a minimum CIF value per kilo.

Import non-tariff barriers
Import restrictions: although there are almost no prohibitions for imported goods, a number of products require an import licence (approval) of the respective ministry. Some of the goods requiring licences are pharmaceuticals, foodstuffs, insecticides, medical devices, defence materials, etc.

Importers should be listed with the National Tax Authority and get an importer license number.

A quota on motor vehicles is still in effect. However, the quota has been gradually increasing. There are also quotas on paper, pulp and footwear.

There are no restrictions on foreign exchange, which is channeled through banks as usual.

Product certification, labelling and packaging
Labelling and marking: labels of all goods commercialised in country should contain the name and description of the product and country of origin, and quality (purity) and net weight if the good is edible. Labels should also be in Spanish or have a sticker (label) with the above-mentioned information in Spanish attached to the package.

The National Chemistry Board and the Ministry of Health and Social Action must approve imported food products packaged for mass use. No packing likely to carry disease should be used. Maize and sorghum straw are banned.
